Schriever IV Space Wargame at Nellis AFB

April 1, 2007

RSIS employees headquartered in Colorado Springs, Colorado, successfully executed the Schriever IV Space Wargame at Nellis AFB, NV from March 24-30, 2007.  The seven-day wargame brought together officials from Headquarters Air Force Space Command, various Department of Defense agencies and non-DoD agencies, as well as Industry and Allied personnel to examine organizational constructs and advance the development of space policy and rules of engagement.  A 440-member team of space professionals accomplished the wargame in a global environment scenario set in the year 2025.
Twenty-one RSIS personnel, as the lead contractors, and eight subcontractor personnel planned this monumental effort and created a superb game design and computer network that ensured the wargame players could meet the objectives set by General Kevin P. Chilton, Commander, Air Force Space Command.  After the game, Mr. Altchek, the game director, singled out thirty-three percent of the RSIS employees for their outstanding contributions to Schriever IV.

Lt Gen C. Robert Kehler, Deputy Commander of US Strategic Command and lead for the USSTRATCOM team, rated this game as the best in which he had ever participated.  He felt that the game had discovered new insights that were well beyond what an external evaluation of the space control mission would have uncovered.  As he expressed it, “We went beyond the no-brainers to the brainers.”

The Schriever IV Wargame is the fourth in the series that has been established by AFSPC commanders to examine space operations in depth and provide valuable information for future military requirements.  "It is more than a wargame," said Col. Larry Chodzko, Space Innovation and Development Center commander and Schriever Wargame Series executive director.  "It allows us to examine wartime capabilities to meet the needs of combatant commanders and helps shape space strategy and planning through 2025."

More specifically, Schriever IV investigated the means to defend, augment and replace space systems, explore potential seams in command-and-control relationships to support regional commanders, and progress the integration of air and space in the year 2025.  The wargame also investigated the means to improve and understand the role of space in securing the homeland, according to Jason Altchek, Schriever IV Wargame director.

"The Schriever series is additionally important in educating combatant command staffs and developing national space policy," said retired Air Force Chief of Staff, Gen. Ronald R. Fogleman, Schriever IV Wargame senior mentor. "I think there has been a very high pay off from this game series."
Our Air Force customers expressed a note of gratitude and thanks that goes out to Bob Keyser, Schriever IV Task Lead, for his outstanding leadership in the planning and execution of this important wargame.  Thanks also go out to John “Abby” Abshire, Kip Baker, Dean Boling, Darlene Boyd, Greg Carpenter, Greg Clinger, Vince Colon, Mike “Cosmo” Cramer, Harry Davis, Robin Herklotz, Gina Johnston, Dean Mills, Larry Olsen, Chris Pangburn, Bill Reuck, Steve Shane, Mike Slater, Ed Sokolove, Kris Washburn, Jim Wing, and Rollan Yocum for their collective excellence in making the execution of the wargame a complete success in the eyes of Air Force senior leadership.   A special note thanks goes out to Elise Price, Stacey Guy, Peggy Simek, Tom Bremer, Roger Lance, and Dan Santisteven for their excellent support to the Schriever IV Team.
